Your voltages looks as expected, definitly a HF tag with that drop of voltage.
with tag direct on antenna, try the legic, 14b, 15 commands direct several times and see if you get lucky.

Measure voltage without card, and with card on antenna.
Also, try 1cm distance between antenna and card and try the hf search.
