Antenna tuning, are my antenna good?

How many voltages should show 'hf tune' on "good" antennas? I have values 12V without card in range, about 6V when card is near.
Are those values ok? or my antenna needs to be better tuned?

Why am I asking? I have some errors in communication and snooping and suspect problem with detuned antenna.

For 13.56MHz 12/14 volt is a good voltage.
For 125kHz 25/35 volt is good.

Mine drops by 5 V. And it is "industrial made"
