can the proxmark clone smartphone sim cards?

No, Phone Sim cards do not work by RFID....

However recent SIM cards have a SWP interface. It's basically a dedicated pin on the SIM card that allows it to send and receive NFC data through the phone's NFC controller. Thus when a reader communicates with the phone all the data is piped to the sim via the SWP like the reader was commu icating directly with the sim card.
