I use hw tune，but

It doesn't work,even held it a small distance from the reader.

how is your antenna? basic troubleshooting on pm3 for HF commands it to have distance and different positions over antenna.

Have you resetted the hardcoded SAK? if so, this looks like a good read. You should be able to run "hf mf mifare" etc on it now

Your problem can be on the access bits... I had the same problem.
