Your tag is not password protected, otherwise you would not have been able to dump all of it. And no it is not normal for lf search to miss the em chip... I'll try to duplicate.
Are you on the latest code?
Is the tag a card or small keyfob? Edit.. yes it is a wristband. This may be why lf search missed it as small em 4305 tags are a bit finicky for the pm3 to work with and require a very focused antenna.
