That is normal, the tag absorbs some the power from the field.
Could you tell us more (show) your antenna design. The values you have (15+ v) are pretty good for an HF antenna.

Wow ! I reach only 10V with my HF antenna (and 36V with my 125kHz); can you please post pictures of your antenna ? Is it do-it-yourself or you bought it ?
